All the provinces, autonomous regions, municipalities, ministries and their attached organs have received the China's National Climate Change Programme (hereinafter referred to "National Program")constituted by NDRC and other related ministries and were ordered to implement it earnestly in light of  their own local circumstance. 

The principle guidance of the Notice of State Council include 7 points: 　　

Fully realize the importance and urgency of addressing climate change.

Make clear the general requirement of "National Programme".

Carry out related measures and policies to control GHGs.
　
Enhance capacity building of adaptation to climate change .

Give full play to advanced science and technology and technical innovation.

Strengthen mechanism construction.

Imporve management .
