JOINT STATEMENT BETWEEN THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF
CHINA AND THE GOVERNMENT OF CANADA ON STRENGTHENED DIALOGUE AND
COOPERATION ON CLIMATE CHANGE

THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA and THE GOVERNMENT OF CANADA (hereinafter referred to as "the Participants"), recalling 1998 Framework Statement for Cooperation on Environment into the 21st Century, and reaffirming their commitment and responsibility to sustainable development, recognize that climate change, as part of a broader set of sustainable development issues, presents a significant global challenge.

Both Participants reaffirm their commitment to implementing their existing bilateral arrangements, such as the Memorandum of Understanding concerning cooperation in the field of energy, and the Memorandum of Understanding on environmental cooperation and its related work plans.

In addition, both Participants further confirm their mutual interest in strengthening the partnership between them and their strong commitment to the UN Framework Convention on Climate Change and to the Kyoto Protocol and both Participants decide to enhance cooperation in climate change in areas such as policy dialogue, Clean Development Mechanism, clean technology, public awareness, energy efficiency and renewable energy, capacity building, climate science, impacts and adaptation, and other climate change issues as mutually acceptable.

In order to facilitate the intent of this Joint Statement, both Participants have decided to establish a Joint Working Group on Climate Change Cooperation (hereinafter referred to as "the Climate Change Working Group" (CCWG)) that will be led on the Chinese side jointly by the National Development and Reform Commission (NDRC) and the Ministry of Foreign Affairs, and on the Canadian side jointly by the Department of Environment and the Department of Foreign Affairs and International Trade. The Participants will further elaborate the terms of reference.

This Joint Statement will come into effect upon signing by both Participants and the Joint Statement may be amended at anytime by written concurrence of both Participants.
