Australia-China Bilateral Cooperation on Climate Change


Collaboration is being explored under the following three themes. Key activities may include:

1. Cooperation and Research

a) Policy Study
i. China and Australia will exchange experiences in policy making and technology on climate change through expert exchange and information sharing
ii. Working together in developing models for forecasting, including policies assessment, costs and feasibility assessment

b) Impacts and Adaptation
i. Further collaborative research between BMRC and NCC scientists on impacts of land-use and land-surface processes on regional and global climate change
ii. Exploring methodology for including adaptation initiatives in National Action Plans, particularly in regional areas

c) National Communication (Greenhouse Gas Inventories and Projections)
i. Exploring opportunities to develop a National Carbon Accounting System
ii. Working together on emissions inventory and projections, and related issues such as emissions factors and uncertainties
iii. Expert exchanges and information sharing to improve approaches and models for national GHG inventory (particularly in the agricultural sector - but possible in a range of other areas)

2. Technology Cooperation

i. Explore future commercial cooperation on coal bed methane, including extraction and electricity generation
ii. Explore and develop pilot project and future commercial cooperation on agricultural adaptation (noting in particular Yellow River catchments)
iii. Explore ways to account for land use changes (potentially through Pilot CDM Project) including for Carbon Sequestration in Soils and Agro-forestry

3. Capacity Building and Public Awareness

i. Experts visit and information exchange
ii. Collaborative training program

A number of other areas have been identified and are under consideration for future engagement. An agreed list of specific projects will be announced in the future.
