Assignment Title: Consulting Service for Study on Coverage, Cap Setting and Allocation Methodologies and Supplementary Mechanisms

Reference No. (as per Procurement Plan): PMR-1

 

The People’s Republic of China intends to apply for financing from the World Bank toward the cost of the China Partnership for Market Readiness Project, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include:

1. Coverage and scope: which sectors, what type of greenhouse gases and which scale of entities/installations should be covered by the national Emissions Trading Scheme (ETS)?

2. Cap setting: how to determine the overall emissions cap of the ETS scheme and how to divide this national emissions cap into provincial level emissions caps?

3. Allowance allocation: how to allocate the emission allowances to covered entities/installations?

4. Price containment mechanism: whether and how to implement a price containment mechanism,

5. Offsetting mechanism: how to establish a good offset mechanism for national ETS.

6. Linking issue: how about the feasibility and basic requirements for linking to international schemes?

From commencement to the end this contract will take a total of 36 months with an estimated total number of 314 staff months. This contract is estimated to commence in September, 2014.

 

The Department of Climate Change of National Development and Reform Commission invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

Be an independent entity or consortium;

Demonstrated experience in the study of carbon cap and trade schemes in at least one large country or region;

Extensive experience in advising central-level governments  in the field of climate change and GHG emission reduction policies, energy and industrial sector policy;

  Demonstrated experience with the development of  a domestic carbon market in at least one large country or region, including preferably carbon market policies/rules;

Practical experience in emissions cap setting and allowance allocation for an ETS in a large country or region is preferred;

Possession of economic and technological models that can be used to analyze the impacts of emissions cap options and the allocation methods;

Experience in China in the areas of the assignment would be an advantage.

 

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the QBS method set out in the Consultant Guidelines.
