Eligibility of Bidders:
The Office of National Climate Change Coordination Committee, National Development and Reform Commission, P.R. China now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.), including specialists with knowledge and experience in the study subject and significant specialist resources with Chinese language skills and a working experience in China. Principal investigators/team leader should have had minimal 6-year working experience on climate change policy study in China.
Consultants may associate to enhance their qualifications. In addition, there will be international individual consultants hired under separate contracts in support of the task.

The United Nations Framework Convention on Climate Change (UNFCCC) has its objective as to stabilize atmospheric concentrations of greenhouse gases at a level that would prevent dangerous anthropogenic interference with the climate system. The Framework Convention contains general provisions for all Parties to formulate, implement, publish and regularly update national programmes to address the issue of climate change. The Government of China has attached great importance to the climate change issue and played an active role in participating in the international dialogue on climate change. Considerable national efforts have been made and extensive activities are carried out in this field. However, in consideration of China's being the largest developing country in the world with an enormous number of population and various climate conditions, economic and technological levels in different regions, climate change is still a tough challenge faced by the country.
The Chinese Government is engaging with several donors including UNEP, GEF, CIDA (Canada), DEFRA (UK) and UNDP in the preparation of China's Initial National Communication, capacity building projects, research of emission models, public awareness raising, and a draft outline of national climate change strategy. These project activities improved China's overall capacity in understanding the status of its greenhouse gas emission and the impacts of global warming on the economic and social development. Yet the country has done little in overall review of related domestic GHG reduction actions and in preparation of national climate change program.
The project cooperation between NDRC and the World Bank will help the Government of China to develop a national programme to combat climate change, assist China to review its efforts in climate change mitigation and adaptation and raising public awareness, which will provide guidance for formulating China's mid- and long-term activities for combating climate change in the future.
The Office of National Climate Change Coordination Committee, National Development and Reform Commission, P.R. China now invites eligible consulting firms to express their interest in providing a comprehensive study covering the following aspects:
1) Analysis on China's current GHG emissions and sinks and forecast of future GHG emissions in China
2) Analysis on climate change impacts and challenges faced by China
3) Research on and proposal of the guidance, basic principles and overall objectives of China's National Climate Change Programme
4) Research on the key areas and relevant policies and measures of China's national programme in response to climate change
5) Research on the supporting instruments and guarantee measures with regard to China's National Climate Change Programme
6) Submission of a comprehensive research report to be used to Support the National Development and Reform Commission to formulate China's National Climate Change Programme
7) Under the guidance of The Office of National Climate Change Coordination Committee, to hold several small-scale working seminars at different stages of project to promote the exchanges between officials of related governmental agencies and consultants.
8) Cooperation with other local/domestic and international individual experts
Expected duration of the consulting services is 8 months.
The Office of National Climate Change Coordination Committee, National Development and Reform Commission, P.R. China now invites eligible consulting firms/institutes to express their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.), including principle investigators/team leader commanding Chinese language and with knowledge and minimal 6-year experience in China's climate change policy study.
Consultants may associate to enhance their qualifications. In addition, there will be international individual consultants hired under separate contracts in support of the task.
Consultants will be selected in accordance with the procedures set out in the World Bank guidelines on Selection and Employment of Consultants by World Bank Borrowers.
