On June 30, 2008, "Provincial programmes for Climate Change Mitigation & Adapatation in China" project inception workshop is taken place at the Guohong Hotel in Beijing successfully. The workshop was organized by the National Development and Reform Commission (NDRC), around one handred of representatives from international organizations, governments and research organizations attended the meeting, including provincial Development and Reform Commission officals from almost all provinces and Autonomous Regions in China.
The workshop was presided over by Mr.Gao Guangsheng, Inspector from Office of NCCCC, China. Mr.Su Wei, Director General of Office of NCCCC, Mr. Kishan Khoday, Assistant Country Director with UNDP China, Mr. Zhao Zhongqi, Deputy Director of China International Center For Economic And Technical Exchanges, Mr. Per W. Schive, Environmental Counsellor of the Norwegian Embassy and Mr. Stefan Agne, First Secretary of European Union Delegation in China gave open remarks respectively. Ms.Sun Cuihua, Section Chief of Office of NCCCC, gave a brief introduction of the project and its work plan. In the following discussion, issues of concern were discussed.
In the project launch ceremony and inception workshop, NDRC has worked with local DRCs to make arrangement on the future work plan, aimed at translating China's National Climate Change Programme into local action in priority provinces.
The project is co-supported by UNDP, the Government of Norway and the European Commission, aiming at traslating China's National Climate Change Programme into local action in provincial level. A total of 14 provinces will be supported for development of local climate change programs which contain strategies and policies to both reduce emissions and take adaptation measures. The programme will help China to establish new local institutional mechanisms, and to improve the capacity of local government to adapt to climate change negative impacts. The successful implementation of the project, will effectively promote the policies'implementation on sustainable development.
