UN says technology co-op, transfer major concerns of developing countries

Executive Secretary of the UN Framework Convention on Climate Change (UNFCCC) Conference Yvo de Boer told a press briefing here Tuesday that technology cooperation and transfer related to tackling climate change are the major concerns of developing countries.

These countries have expressed their concern in adaptation to climate change, international cooperation and technology transfer in this regard, believing that these problems should not be ignored while discussing the future climate regime, the UN chief climate negotiator told a press briefing.

He believed technology cooperation and transfer are very important in helping developing countries adapt to and reduce the effects of climate change and realize "clean development."

The working group here needs to work on how to move the negotiations forward and when the negotiations can be implemented, he said.

He noted developing countries still need adaptation, capacity building and technology transfer to help cope with the climate change challenge.

The work of the group is "open and transparent." Every country should have an opportunity to express their views, he said.

He termed the first day meeting of the UN climate change conference as an "encouraging start" and an "important step forward."

The conference, hosted by the government of Indonesia, brings together representatives of over 180 countries with observers from intergovernmental and non-governmental organizations, and the media.

The two-week period includes the sessions of the Conference of the Parties to the UNFCCC, its subsidiary bodies as well as the Meeting of the Parties of the Kyoto Protocol. A ministerial segment in the second week will conclude the conference which kicked off on Monday and will end on Dec. 14.

The conference is tasked with launching a roadmap for a future international agreement on enhanced global action to fight climate change in the period after 2012, the year the first commitment period of the Kyoto Protocol expires.

The main goal of the Bali conference is to launch negotiations on a climate change deal for the post-2012 period, to set the agenda for these negotiations and to reach agreement on when these negotiations will have to be concluded.
