Assignment Title: Consultant Service for Study on Management Rules and Mechanism, and Supervision System

Reference No. (as per Procurement Plan): PMR-2

 

The People’s Republic of China intends to apply for financing from the World Bank toward the cost of the China Partnership for Market Readiness Project, and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) include:

1. Development of General Administrative Rules on China’s National ETS;

2. Development of Administrative Rules on Exchanges of the China’s National ETS;

3. Development of Oversight Rules on China’s National Emissions Trading Market;

4. Study on Compliance Mechanism for China’s National Emissions Trading Market.

5. Study on the necessity and feasibility of future trading of China’s National ETS.

 

From commencement to the end this contract will take a total of 36 months with an estimated number of 144 staff-months. This contract is expected to commence in September, 2014.

 

The Department of Climate Change, National Development and Reform Commission now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

Be an independent entity or consortium;

Demonstrated experience in the design, development and/or operation of carbon cap and trade schemes in at least one large country or region;

Extensive experience in advising central-level governments in climate change and GHG emission reduction policies, especially in institutional set-up and legal framework;

Demonstrated experience with climate change policy development in a large country or region, preferably in countries/regions with similar institutional and administrative systems.

Demonstrated experience with the development of a domestic carbon market in a large country or region, including preferably carbon market policies/plans;

Demonstrated experience with the development of laws and regulations, operation rules in carbon trading scheme.

Experience in China in the areas of the assignment would be an advantage.

 

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

 

A Consultant will be selected in accordance with the QBS method set out in the Consultant Guidelines.
